Opportunities for the Dutch floating offshore wind sector in Japan: BLIX provides study for the Netherlands Enterprise Agency (RVO) and The Embassy of the Netherlands in Japan

In the beginning of 2022, the Netherlands Enterprise Agency and the Embassy of the Netherlands in Japan commissioned BLIX to perform a market study to strengthen offshore wind collaborations between the Netherlands and Japan and to support the Dutch floating wind sector by identifying opportunities for Dutch companies and research institutes in the Japanese floating offshore wind sector.

Japan has an ambitious offshore wind target of 30-45 GW installed capacity by 2040, which is needed to meet its carbon neutrality target by 2050. Because Japan has limited shallow-water sites where bottom-fixed offshore wind turbines can be installed, and floating offshore wind is starting to be commercially interesting, there is a strong demand for practical floating offshore wind supply chain solutions for deep water further from shore.

About the study

The study is divided into five parts:

  • Global offshore wind developments and trends
  • Floating offshore wind industry in Japan
  • Value Chain assessment
  • Business opportunities in Japan’s floating offshore wind for the Dutch sector
  • SWOT analysis and entry strategy

In conclusion, currently most designated offshore wind farm zones in Japan have been selected for bottom founded projects, but in the near future floating offshore wind will be realised. Early involvement of Dutch design and supply chain companies in Japan is valuable, for example through the current bottom founded offshore wind projects, and with technical feasibility studies for early stage floating wind developments. Finally, we see opportunities for knowledge transfer and training institutes to educate Japanese engineers in scalable (floating) offshore wind solutions.

The Embassy of the Netherlands in Japan – Carolien van Tilburg: “Japan is ambitious to reduce its dependency on imported fossil fuels. Commercial development of offshore wind energy has recently started, the supply chain is developing and next will the floating offshore wind. This study detects these opportunities for our Dutch innovative supply chain and we think it serves as a great preparation to approach the upcoming Japanese offshore floating wind market.”

BLIX Consultancy’s project manager – Timo Staal: “Floating offshore wind is globally under development, and we see great interest from the Japanese industry. Although the realisation of commercial scale floating wind is earliest expected end of this decade, we see that the Japanese industry is already gaining momentum with, amongst others, involvement in floating wind internationally, performance of R&D projects and investigating commercial and technical project feasibility. There are many opportunities for Dutch companies in these early developments, and involvement now is instrumental for future success.”
