UK - Ministry of Defence lifts objections to wind energy projects

The British Wind Energy Association (BWEA) has welcomed an agreement that has seen the Ministry of Defence (MOD) lift its objections to a number of wind energy projects in southern Scotland. Following discussions between the Department of Trade and Industry (DTI), MOD and Scottish Executive, a solution has been found to concerns that wind farms planned near the Eskdalemuir seismic array could interfere with the array’s role in monitoring the Comprehensive Nuclear Test Ban Treaty. This has resulted in the MOD lifting its objections to wind farm applications within an 80 km ‘exclusion zone’ put in place around the array in February 2004. All applications must still go through the normal planning and consent process. BWEA, DTI and MOD established a working group and commissioned Keele University to undertake a detailed analysis of any impacts on the array from planned turbines. The results confirmed that beyond 17.5 km from the array, wind developments will not adversely affect the function of this internationally important monitoring station.

UK Energy Minister Malcolm Wicks said: “Eskdalemuir is an excellent example of how industry and government departments can work together to solve problems that could impede progress towards our energy and environmental goals. This agreement is based on solid research, and reflects the goodwill and constructive approach shown by all the parties. It is a welcome boost to our efforts to build a sustainable future energy supply that doesn't harm the environment.”

Chris Tomlinson, Head of Onshore Wind at BWEA, welcomed the announcement saying: “We are delighted that the wind industry was able to work with Government to find a swift and effective solution that could deliver a significant contribution towards the UK’s renewables target for 2010. This decision clearly demonstrates that the UK is a leader in this area, which in turn should bring significant benefits in the development of wind energy around the world.”

MOD Under Secretary of State Don Touhig said: “I am delighted that, together with the DTI, BWEA, and other stakeholders, we have found a way which has allowed MOD to lift its concerns with a significant number of proposed wind turbines around Eskdalemuir. The way forward, based on the excellent research carried out by Keele University, protects the capability of the array thus allowing us to continue to comply with our obligations under the Comprehensive Test Ban Treaty. This has, from start to finish, been a splendid example of open and joined-up working to solve a complex issue.”
